[News] Beijing to help build dam in Northern Areas [Gilgit-Baltistan]


“HANGZHOU, China: Pakistan and China on Saturday signed a memorandum of understanding for construction of Bunji dam in Northern Areas.


The agreement was signed on behalf of Pakistan’s ministry of water and power and China’s Three Gorges Project Corporation by the Chairman, Board of Investment, Saleem Mandviwala, and Li Yang’an. The ceremony was attended by President Asif Zardari.” DAWN


It is important to highlight that people of Gilgit-Baltistan welcome Chinese investment in their region and appreciate it on the basis of our centuries old brotherly and friendly relations. At the same time people of Gilgit-Baltistan expect and are sure that the Chinese brothers and friends would not invest in any project that is causing harm and violate their rights. It is in the case of ‘Basha Dame’ where the Govt. of Pakistan with little regard to the rights, wishes and demands of the people of Gilgit-Baltistan wants to construct the dame, displacing thousands of people as thousands of acres of scarce land of the people of Diamir District will submerge in water, but vicariously the rights of royalty would be transferred to a Pakistani province neighbouring Gilgit-Baltistan. People of Gilgit-Baltistan are ready to defend their rights at any cost and our Chinese friends and international agency for sure will take notice of it and would never invest in any project that is causing hurt to lives and property of the people of Gilgit-Baltistan.

    The world Bank has already denied funding construction of Basha Dame (named with wicked intentions alhouth the Dame is located in Diamere District of Gilgit-Baltistan). So how could our Chinese Friends and Brothers fund to build the dame if the people of Gilgit-Baltistan are not agreed and their rights are not protected. For sure Chinese will not play with the lives of the people of Gilgit-Baltistan for this purpose!!!

    It is surprising to read the announcement of the Pakistani government without keeping any regard or consideration of the people of Gilgit-Baltistan for construction of dame in our area. Gilgit-Baltistan is not part of Pakistan according to UN resoulotion and not even according the constitution of Pakistan itself, so how come they decide to build this Dame??? At the same time with ill intentions the location of the turbines as has been changed to disadvantage the people of gilgit-baltistan and making the royalty go to NWFP is another violation of international rules of justice. Neither there has been any proper settlement plan or compensation plan. The most important thing is that Gilgit-Baltistan is not part of Pakistan neither according to the constitution of Pakistan and nor according to International conventions so Pakistan can not voilate the rights of the people of Gilgit-Baltistan. Otherwise the doors of International Court of Juctice and UN are open to protest.

    Same time Chinese are intelegent and socio-politically responsible people they being the friends and brothers of the people of Gilgit-Baltistan could not make any mistake to invest in this project and participate in deteriorating the lives of the people of Gilgit-Baltistan, neither any International responsible Funding body or country.

    The decision made by the so called democratic government is more than a political decision without consulting the main affectees of the anticipated Dam as well as keeping into confidence the people of the region i-e Gilgit-Baltistan.
    If we go back to the history of Mangla Dam Project, it reveals that its construction was started based on the successful negotiations with the people of the region, in terms of providing the political and economical priority to Azad Kashmir and giving them nationalities significantly to the Mirpur, in UK.
    If we make analysis in the perspective of ecological prospect / impacts, it shows that there would be catastrophic change occur in terms of the geological dimensions and geographical prospects. On several occasions it has been reported and authentified by various international organizations.
    Since our alliance with the Govt. of Pakistan in 1948, the people of the region has been kept deprived from the fundamental rights of citizenship. It, s the time that we need to make them (Govt.of Pak) realize regarding the allocation of basic rights to Gilgit-Baltistan and demand for the allocation of basic rights in return to the huge benefits which are being getting by Pak.
